RULES OF PARTICIPATION AND ACCESS

I. General Information
1.1. The purpose of the „Rules of Participation and Access”, hereinafter referred to as Rules, is to define the terms and conditions of participation at the „Bucharest Opera Christmas Market”, hereinafter referred to as the event.
1.2. The event is organized by the Municipality of Bucharest through CREART – Centre for Creation, Art and Tradition of the Municipality of Bucharest, in partnership with Bucharest National Opera.
1.3. The event takes place on the Bucharest National Opera Esplanade. Operei Naționale București. The designated event area is clearly marked and hereinafter referred to as the event venue.
1.4. These rules apply to all individuals who want to participate in the event.
1.5. Access to the event is allowed only to individuals who comply with these rules. In case of non-compliance, the organizer reserves the right to deny access to the event or, where appropriate, to request that the venue be cleared.
1.6. The Organizer may, at its sole discretion and without prior notification, modify these Rules, and any such modifications shall become effective upon their publication on the website www.creart.ro.
1.7. By entering the event area, participants acknowledge that they have fully read and understood the Rules and Regulations and agree to be bound by them.
II. Definitions
Within the scope of these Rules, the terms used are defined as follows:
2.1. Bucharest Opera Christmas Market is an outdoor cultural event, held in accordance with applicable legislation. The event includes a winter holiday market, artistic performances, and/or other recreational activities and takes place within a designated area, on the esplanade of the Bucharest National Opera.
2.2. A participant in the event is any individual who satisfies the access conditions outlined in these Rules.
2.3. An unauthorized person is any individual who does not meet the access requirements for the event. A participant already present within the event area shall also be deemed unauthorized if they fail to comply with the provisions of these Rules.
2.4. Event period refers to the timeframe between the official opening of the event – December 6th, 2025, at 5PM and its closing on December 28th, 2025, at 10PM, during which participants and authorized persons may access the event area exclusively within the established event hours and subject to compliance with these Rules.
2.5. Event hours refer to the time periods on each day of the event during which the public is allowed to attend. The event schedule is as follows:
a. Saturday, December 6th, 2025, between 5PM – 10PM;
b. Monday to Friday, between 12PM – 10PM, except December 11thand 24th, 2025, when the market is closed;
c. Saturdays and Sundays, between 10AM – 10PM.
2.5.1. Outside of the designated event hours, access to the event venue is strictly prohibited for all visitors, except for individuals expressly authorized by the Organiser/CREART and in accordance with the conditions established by CREART.
2.5.2. The Organiser reserves the right to modify the event’s opening hours, with any changes communicated promptly through its official communication channels.
III. Access to the event
3.1. Admission to the event is free.
3.2. Access is permitted exclusively through designated entry points and is subject to the venue’s available capacity.
3.3. Access will not be allowed to:
• Participants under the influence of alcohol and/or other substances, or those whose behaviour disrupts public order and safety, including, but not limited to, damaging property, slandering or insulting staff at entry points, or exhibiting conduct that negatively impacts the event’s atmosphere or the experience of other participants;
• Participants carrying items listed in Chapters IV and VI below;
• Participants who refuse security checks;
• Participants suspected of posing a risk to other participants or to the orderly conduct of the event;
• Participants attempting to enter ahead of others who arrived before them, disregarding the established order of access.
3.4. Participants seeking entry to the event area must use the access lanes designated by the Organiser and comply with the instructions of the Organiser, the security personnel, or the police.
3.5. Access to the event venue will be provided exclusively through the gates designated by the Organiser.
3.6. Participant’s access to the event is permitted only during the hours established by the Organiser in the event program, as follows:
a. Saturday, December 6th, 2025, between 5PM – 10PM;
b. Monday to Friday, between 12PM – 10PM, except December 11thand 24th, 2025, when the market is closed;
c. Saturdays and Sundays, between 10AM – 10PM.
3.7. The Organizer recommends that participants refrain from bringing bags larger than A4 size (~30 x 20 cm) when entering the event.
3.8. Participants may undergo a security screening, and any luggage—such as purses, backpacks, bags, or packages larger than 30 cm x 20 cm—will be inspected by authorized security personnel.
3.9. The Organizer may deny entry to participants who refuse a luggage inspection or who are believed to pose a risk to other attendees or to the orderly conduct of the event.
3.10. Access to the event will be on a first-come, first-served basis, depending on the capacity of the venue.
3.11. The Organizer may temporarily limit access to the event when the venue has reached capacity or whenever it is deemed necessary for participant safety, and no guarantee can be provided regarding waiting times.
3.12. People with disabilities accompanied by caretakers, individuals with small children in pushchairs, and pregnant women are not required to wait in line to enter. They will be given priority to enter the event before other people waiting to enter.
3.13. Participation in the event is at the participants’ own risk, ensuring that they are physically and mentally fit when exposing themselves to the following situations/activities:
• Being in potentially crowded areas with loud noises or visual and audio special effects;
• Taking part in recreational or leisure activities that may carry a risk of injury.
3.14. Children under 14 years may enter the event area only if accompanied by an adult (parent, grandparent, close relative, guardian, etc.), who assumes full responsibility for the minor’s safety and behaviour. Minors aged 14 and older may enter unaccompanied but must present valid ID to verify their age.
Parents, guardians, or legal representatives are solely responsible for any risks to which the minors in their care are exposed by attending the event and participating in activities that could result in injury, harm, or death, as well as for any damage the minors may cause.
IV. Participants are not allowed to bring the following items into the event venue:
4.1. alcoholic beverages, glass containers;
4.2. bicycles, scooters, longboards, skateboards, rollerblades, roller skates, segways, unicycles, hover boards, sleds, skis, snowboards;
4.3. flyers, samples and other promotional products for distribution at the event;
4.4. tear-inducing or paralytic substances (toxic, flammable or explosive materials, stun sprays, graffiti/paint sprays);
4.5. lasers, banners, flags, bugles, vuvuzelas;
4.6. fireworks, firecrackers and other pyrotechnic articles;
4.7. weapons, knives, chains or any other blunt objects/bladed weapons, prohibited substances, drugs;
4.8. toys that can be controlled by remote control (e.g. Cars);
4.9. drones or other products and equipment that can be lifted above the participants;
4.10. banners with any kind of inscriptions (whether political or of any other nature), flags of any kind;
4.11. flyers, brochures, samples, or other promotional products brought for the purpose of distribution at the event (whether political or of any other nature).
V. Information and Recommendations
5.1. Noise levels in front of the stage may exceed what young children can safely tolerate, so the Organizer recommends using protective headphones to safeguard their hearing.
5.2. Stage shows include bright lights that can affect people with epilepsy.
5.3. In situations requiring medical attention, the event offers emergency support through dedicated on-site medical teams.
5.4. The location of the medical teams within the event area is marked with a flag or banner displaying “First Aid” along with the international first aid symbol. This makes it easier to identify where medical assistance is available.
5.5. If a participant needs medical assistance and their condition allows, they are asked to go to the first aid point or notify any security staff member, organizer representative, or police officer.
5.6. Adults accompanying children who discover that their child is missing at the event should immediately inform a security guard or law enforcement officer.
5.7. Given the large number of participants and varying weather conditions, the Organizer advises participants to be mindful of electrical cables and the event area’s pavement while entering and moving around, to prevent slips or injuries.
5.8. Hot food items will be available at the event, and careless handling may cause injuries. The Organizer advises participants to handle these items carefully to avoid potential harm, such as burns, and recommends not consuming hot food while walking or moving around.
5.9. For safety reasons, the Organizer advises people not to ride bicycles, scooters, electric scooters, or similar vehicles near the event area.
5.10. The Organizer will take all necessary precautions to prevent any incidents that could compromise the safety of participants during the event. Although the risk of an incident is very low, participants are advised to familiarize themselves with the nearest emergency exit.
VI. Obligations of the participants in the event area
6.1. During the event, participants must conduct themselves in a way that does not compromise the safety, rights, or well-being of others, nor disrupt the experience or atmosphere of the event.
6.2. Participants are prohibited from standing in front of the exit gates, and blocking the natural flow of people near the exit gates is also forbidden.
6.3. The Organizer and the company providing security services may ask participants not to stand in front of the exit gates or obstruct the flow of people exiting.
6.4. The Organizer reserves the right to remove participants from the event, in accordance with legal provisions, if they fail to comply with the obligations set out in these regulations.
Participants are required to leave the event area immediately when instructed to do so by representatives of the Organizer, their authorized personnel, such as security agents, gendarmes, or police officers.
6.5. Participants must strictly follow the event’s scheduled times and program.
6.6. Participants are required to leave the event area within 20 minutes from the end of the event.
6.7. Participants must report any irregularities they encounter during the event to the Organizer or the security and safety personnel.
6.8. Given the large number of participants and weather conditions, attendees are advised to be cautious of protective measures around electrical cables and the pavement both at the event entrance and throughout the event area to prevent slips or injuries.
6.9. Participants must inform the Organizer, security personnel, or law enforcement if they notice another participant in need of medical assistance.
6.10. The sale of products and the distribution of promotional materials or any other type of advertising within the event venue or near the entrance and exit gates is prohibited without prior written approval from the Organizer.
6.11. The Organizer reserves the right to immediately stop any spontaneous artistic or other activities, whether performed individually or in groups, that could pose a risk to the safety of the participants or others, and for which prior written consent from the Organizer has not been obtained.
6.12. The Organizer reserves the right to require participants to leave the event venue and to take appropriate measures in accordance with legal provisions if they fail to comply with the Rules outlined in this document.
6.13. Participants are responsible for monitoring their personal belongings at all times during the event. The Organizer shall not be held liable for any loss, damage, or theft of these items.
Sale of alcoholic beverages and energy drinks
6.14. The sale or free distribution of alcoholic beverages to individuals under 18 is prohibited by law. In addition, the following are also prohibited:
• The sale or free distribution of energy drinks to minors, including via vending machines, by authorized sellers;
To ensure compliance, sellers in commercial establishments are required to check identification documents when selling or serving alcoholic beverages, energy drinks, or tobacco-related products.
Cleaning
6.15. To help maintain cleanliness at the event, please dispose of all trash and waste in the designated bins provided on-site.
Animale de companie
6.16. Dogs are permitted at the event but must be kept on a leash. Large dogs and/or breeds classified as legally dangerous must also be muzzled. Owners are fully responsible for the behaviour of their animals.
6.17. Participants bringing pets must ensure that their dogs are clean; failure to do so may result in penalties in accordance with the law.
6.18. The Organizer recommends that participants avoid bringing pets, as the event is expected to be crowded and the noise levels may exceed what pets can comfortably tolerate.
Photo/Video
6.19. During the event, the Organizer and accredited press have the right to record and photograph activities. By attending, participants consent to appear in these photos and recordings and to their subsequent use by the Organizer for non-commercial purposes.
The entire area designated for the event is monitored by video cameras operated by the company providing security services.
By attending the event, participants explicitly agree that the Organizer may use photos and videos taken throughout the event. The Organizer ensures that such images will be used solely to promote the event, related activities, sponsors, and in written, video, or online media, in compliance with Regulation (EU) 2016/679 of the European Parliament and of the Council on the protection of individuals regarding the processing of personal data and the free movement of such data.
